The NC 54 Corridor Study is collectively funded by the City of Graham, NCDOT Division 7, and the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHCMPO), and administered by DCHCMPO. DCHMPO is a regional transportation planning body that helps determine transportation improvements.
The project team also includes staff from local agencies, including the Town of Carrboro, City of Graham, Alamance and Orange Counties, the Triangle Area Rural Planning Organization (TARPO), and NCDOT.
The consultant team is led by VHB, a local transportation planning and engineering firm, and includes Rose & Associates, an economic development firm specializing in real estate markets, and land use.
A core study team has been established for this project and will be responsible for coordinating, organizing, and analyzing materials. The team is made up of staff from participating municipalities, counties, and regional governments representing:

- Burlington-Graham Metropolitan Planning Organization
- Triangle Area Rural Planning Organization
- Alamance County
- Orange County
- City of Graham
- Town of Carrboro
- NC Department of Transportation

- Rose & Associates is leading the market analysis phase
This study will be guided in part by a Stakeholder Team who have a key interest in the corridor. This group will meet periodically throughout this process to provide feedback to the project team on the issues and opportunities within the corridor.
